Union American Civil Liberties ACLU accused the U.S. Federal Bureau of Investigation FBI was abusing the trust of the organization to communicate with other spies in the Muslim community in America.

The report accused the ACLU: "The FBI has misused the purpose of community programs to secretly collect and store information from the spy for intelligence purposes." These allegations include the ACLU stores information about organizations and individuals attended the month of Ramadan in 2007 and 2008 at a mosque in San Francisco. In addition, information about representatives of 27 organizations gathered in a mosque in 2007 were collected and stored.

Before the breach, the ACLU filed a lawsuit in California court for allegedly illegally obtained FBI information about the mosque in this state. This is beyond the powers and functions of the Federal Bureau of Investigation United States.
In a statement issued shortly after allegations were raised, the FBI has denied the allegations and said the information gathered from community groups are not used for the operation of the this function.Accordingly, the main purpose of the outreach program is to "strengthen the confidence of the people with the FBI, and enlist the cooperation of the people against the criminal activities".
