According to the latest financial report by the ministry of economy and finance, the office of council of ministers has been spending 4000,000,000 riel (about one million us dollar) annually to buy internet services for all government ministries. But separately, the ministry of telecommunications, the ministry of information, the ministry of foreign affairs and some other ministries are buying by themselves, using their separate budgets at a cost of about $2000/year. What is the justification for the office of the council of ministers to spend us$1M for internet services for all ministries when each ministry are spending less. Source of problem between Cambodia and Thailand :
According to the Thai government, Thailand has solid evidence about the 4.6km kilometer square. The land was sold to Thai tourism authority by the then Cambodian ministry of tourism director general So Mara. The price sold was $3 million.
So Mara was removed after the public outcry; but later on appointed as secretary of state at the same ministry.
Another problem resurfaced from the Taiwanese Formosa company:
In respond to their internal audit, Formosa claimed to have paid the Cambodian gov’t $3.5 million to dispose of their 3000 tons of mercury wastes in 1998 in Sihanoukville.
Formosa claimed to have paid Say Sokha of OCM and Mol Roeup, the military intelligence chief, half a million dollar each.
